Catherine did spend most of her empire's money on her lovers that she had an affair with, she showered them with wealth, territory, and titles. Though however, she also supported education for girls and was a patron of cultural projects in art. Catherine built many buildings like schools for girls and theaters for entertainment during her reign. All of her wealth came from the serfs and peasants under her rule, the nobles were not accounted with taxes because of her tax policy. Though Catherine wasn't that great of a ruler, she did focus more on people's education than her own luxuries.
